He says we do not do things enough together. He has a daughter (that competes for his attention if I'm around although he doesn't think so) so I leave him to hangout with her alone. He has an overbearing mother (that is always calling and makes nasty comments about me although he doesn't think so) so I step out of the way so she can smother him.

This doesn't sound like this relationship is for you. He is not going to change the way he feels about his daughter or his mother, so if you're the one "getting in the way" then it's not going to work. I'm not trying to be mean, but he's more attached to them than to you.

Definitely means it's time to move on. I know it will be hard but I had this situation with an ex and I believed that I could make it happen....for EIGHT years. Guess what after 8 years it didn't happen, we broke up and he married 6 months later. It wasn't that he didn't want to marry, it's that he didn't want to marry me. May be the case.
Also, it seems that you already have issues with his family. Not a good combination.

Dump him! You don't need the extra baggage. He's used goods. There are many men out there without children from past relationships who would cherish you. As well there are many mother in laws who would love it if you would be there daughter in law. So dump him and go out there and find someone who would devote themselves to you.

It sounds like he's already made up his mind- it's not moving to marriage...to me that says - I'm not serious about you, but if you want to hang around until I find someone better, cool.
His mom will never like you for whatever reason. Move on!

I would tell him that since things aren't moving toward marriage and you are tired of stagnate you think it would be best to go your separate ways.
I would tell him he has a life and you want one too.

Get a new boyfriend both those issues will not go away with marriage they will get worse.
