I was wondering If I should build a rasied bed around my house to plant some flowers and some trees.

If you have plantable soil around the rocks I would not raise the bed. You should use the rocks as part of your landscape with plants and flowers mixed in. I would say the same thing about the trees but make sure the trees are not expected to grow really large. Just keep the roots in mind.

I suggest to first check the direction of water runoff. After that is done, making sure the water runoff isn't toward the house, truck in soil and sod. Making it deep enough for the planting of shrubs, grass and a garden. You might be lucky planting a swamp maple tree.They are resilient to most any kind of landscape.

junipers actually do good on or aroung rocks. if there is a specific spot youwant to plant flowers just add some dirt and plant, the roots will do the rest

or you could do a rock design with different textured rocks
