Dab on a really small amount of boot polish on cotton wool, and I mean a really small amount, and dip in water. Rub the end of your boot with the cotton wool in a circular motion... That's the long way. It takes AGES.
BUT... There IS a soloution!
Put some Clear (Floor Cleaner) on your boot, and leave it for about 5 minutes. Wipe all the Clear off, and polish your boot as normal, 3 times. (Normal way is the first one I said).
This should get them Really, Really Shiny and they don't crack.

Polish and a lot of buffing (fast). When you have time and they finally shine and are dry put some Silicone Water Repellent to keep them at that state for awhile (dry overnight).

use regular polish (Kiwi), brush to a shine, then use a nylon stocking (womans nylon stocking - used one works the same as a new one) and shine. Use like a regular buffing cloth.

If you spit shine them one time, then use this method you can use this method until you scuff them.
