I can't give you precise meaning, because this is a riddle, and riddles are open to interpretation. Because their meaning is deep, it is also wide. One of my interpretations is a statement on the times we live in. Planned obsolescence, outsourcing, a stock market composed of components that MUST make a profit EVERY quarter, or loose their investors. Greed is never satisfied, the more you give it the more it wants and the less it cares about what it takes to get MORE, yet the less it satisfies. There is the word, "satisfied" could this be an equivalent to "enough"? The question becomes, then, if too much is never enough, if greed never satisfies, if too much is never satisfied, then what DOES satisfy? I love riddles!!!!

My interpretation is as follows:

For some people,"one drink is too many and 100 is not enough."

Some people have enough self-control to be able to enjoy things in life and say,"OK...that's enough for now."

Other people have almost no self-control whatsoever. You can blame SOME of it on their genes, but the majority of over-indulgence is just glutony in one form or another.

We don't even have to be talking about "substance" abuse, either. Some people can't seem to stop putting food in their pie-hole. It's the same thing.

As a society, though, too many find it easier to point the finger at an object and say,"that's the problem."

The truth of the matter is that the problem is not alcohol, pot, porn, or anything else; it's that some folks have no self-control.

If I knew how to teach that or market it, I'd be a millionare...

This statement is more about describing the average human nature than about stating an absolute truth.

It's implying that we can never be happy with what we have, and that we as humans in general, always want more. Even the richest of the rich want to be richer.

Again though, this is more a statement about human nature in general. It's our choice weather we are happy with what we have or don't have.

"Too much is never enough" refers to how when people have too much of something, they drink too much, or smoke too many cigarettes (indeed, even a single cigarette could be considered "too much"), they tend to want even more. This is the result of our habit-forming tendancies and our tolerances. Suppose someone ate "too much" candy. Is it likely that they will never eat candy again because they ate "too much" already? No, it is more likely that the reason they ate "too much" is because they like it, so they will want more and more.
