Artist draw superheroes wearing tights b/c its basically drawing a nude body. Then changing the colors. Comic books have deadlines and if all the heroes wore regular clothes it would take long to draw. Costumes also help you id a hero easier. Artist usually only draw a limited number of faces. No matter who the artist is everyone can tell who superman is.

The bright red accent on blue draws the eye to his crotch and makes it look bigger. Superman was just worried about how big his package looked while he was flying around fighting bad guys...
