For basic drunken partying and pretty girls running around topless on the beach its probably the Greek Islands although the Algave region in southern Portugal would be a good second choice. Then again, South Padre Island in Texas would offer the same allure.

For something a bit more sophisticated and to come home with something you can tell your mother about I suggest Paris. Lots of culture and history, great food and wine plus clubs that stay open all night. Here's a little video of a typical Left Bank, student quarter bar in Paris that may inspire you:

Georges Café
4, rue de la Huchette

I think it depends on the interests you have. If you like to party a lot and enjoy electronic music i think Ibiza may be a good choice for you guys.
Or many cities of Spain as Madrid or Barcelona may find nice places. Also Paris offers great spots to have fun and also has a cultural side.
But sometimes it's not the place you pick, just the attitude and the company make the whole trip a great experience!! ;)
Have fun!!!

Why limit yourself to one tourist spot? For a group of 20-something friends, I'd recommend a Contiki tour. They have tours around Europe for various prices, various lengths, etc. I went on a two-week trip that went to London, Paris, Switzerland, Austria, Venice, Florence, and Rome and had a blast (I'm 20). You meet a ton of great people, and don't have to worry about getting from place to place or booking hotels. Check them out at www.contiki.com. Have a great trip!

The Greek Islands, unbelievable. Very fun, not that expensive and beautiful. I was there at 22 and had a ball, met lots of people.
Venice also can't be beat, though it is pricey.

Spain! Great food, beaches, culture and people. You are guaranteed good weather and if you are there to celebrate your graduation, do it in a friendly place where people love to party and have a good time.
enjoy

Greek islands (such as Mykonos or Santorini) but they are expensive in the high season or Spain.
