Well there are hundreds of ways to do something like that. The simplest way I can think of, if your talking about 2d animations would be macromedia flash. If ur thinking 3d with really good grapfics and details, 3ds max studio 8 or 9 is the way to go. Be more specific next time and I might be a little more helpful

Buy a device that takes repeated pictures, commonly known as a camera. Many devices that take digital pictures will automatically take repeated single pictures or video. If single pictures, they can be animated in a photo processing program.

when i want to do that i go on powerpoint and do it slide by slide (insert/ duplicate slide) then i add timings and just press F5
