I think that when a big star is hired for a cartoon voice they want to try and capture as much of their personality in the character in the same way as they would if the actor was giving a 'real' performance so they do the voices first and animate the character afterwards. A good example of this is donkey in Shrek who may have four legs and a tail but he's still pretty much Eddie Murphy.

Don't know for sure who it is now, but Mel Blanc used to do the majority of the voices for the old Warner Brothers cartoons.

Billy West, hands down!
Go to imdb.com and look him up. You'll be surprised how much work one little voice actor can get. Doug Funnie, Ren, Stimpy, and a whole slew of Futurama characters.

Mel Blanc, probably. If you look on IMDB, you see that he has been in over 950 cartoons. Lol...after that, I'd say Jim Cummings or Tara Strong.
