I know in the movie they say Wyoming, but someone told me it was filmed in WA State. If you havent seen this movie you need to see it. It is a really good movie.

I know they filmed many of the scenes with the horses at the Hansen Dam Equestrian Center in Lakeview Terrace, California. (My cousin works there and was so psyched that she got to meet Tim McGraw)
IMDB.com says the filming locations were Los Angeles and New Zealand

For the 2006 version with Tim McGraw as the lead, the locations were as follows (none in Wyoming or Washington):
Los Angeles, California, USA
New Zealand
