And, they may be racist toward one neighboring country, or to many countries, or toward a religious group.
No one can answer this quesion for all Germans everywhere.
However, I was visiting Germany in 2002, and many people upon finding that I was from the US, changed their demeanor towards me. Many did not, and were very very hospitable.
