Back in the 90s, yes. But, it's mandatory to have basic computer skills now! If you are speaking of programming in Java or something like that, maybe if you are really good at it and can also do systems architecture and very specialized skills.

No. Unless your job is NOT associated with computers and your boss calls you for computer troubleshooting, then the answer would be yes. But that is highly unlikely... So I go back to my first answer, which is a no.
Everyone knows the basics to computers such as surfing the internet, and using Microsoft Office applications. What sets the rest apart, is knowing the advanced options such as computer programming, troubleshooting, engineering, and so on. If you know how a computer works, you can make it work.
