I've heard children are 1 upon childbirth, but don't know if this is true or why. Are they zero upon conception?

that's korea. then their age goes up generally each new years. though they keep track of both ages, the new years one and the ones that we'd say in the US. it can be confusing.

Yes, a child is born 1 in japan. Their second birthday would be their first in the states.
