my son had this happen recently, get a small heater and plug it in, directing the heat toward the pipe. they have small thermo heaters that blow the air in one direction. it worked well for his frozen pipe. don't put the heater to close to the pipe. about a foot or 18 inches away, and check it to make sure it isn't close to flammables, {i know you know this, but i had to say it} good luck.

I have had the same problem a couple of times this winter. I put a small fan by an open to the crawl space and sent around and check for air leaks from the outside. Putting heat tape on the pipe is a good idea. I plan to do this when I make repairs when the weather warms up, if that ever happens. I don't like using small heaters or hair dryers. It is pretty easy to get cob webs burning.

Before you do any thawing, make sure you know where the cold water shut off valve is located because if a pipe has burst because of the freezing , the broken pipe will leak as it starts to thaw and then you REALLY have problems. Start thawing (say with a hair dryer-NOT A PROPANE TORCH)at the outlets after slightly opening the valve and proceed backward till you Find the blockage.

If your water pipes freeze, you may want to call a plumber. Without experience, it's dangerous to try to unfreeze pipes yourself. If a plumber is not available, here are some helpful hints:
Use "heat tape," available from local hardware stores.
Pour hot water on the pipes.
Wrap rags around the pipes and pour hot water on the rags.
Once the water is flowing again, let it run until the danger of freezing passes. Run cold water rather than hot. Cold water will prevent re-freezing, and you won't waste energy heating water that will just go down the drain.

I think you can use a blow dryer to unfreeze it depending. As long as it isn't a frozen pipe that burst.
