say i had a new business that no one has done it before. can anyone just copy what i did and steal my idea? does he has the right to do that by the law?

you ahve to get a paton for your idea than they can't steal your idea if they use your idea they have to pay you

Sure they can as the burden of proof lies upon you to prove that you had the idea first. If another group of people go out and make a company with it it is so hard to prove.

What many people do is make a plan with brochures and a presentation. Then they go up in front of a group of venture capatalists (not Donald Trump level) as there are groups in most cities that operate on a smaller level. Keep records of who you talked to and when plus what was discussed. This is proof. Travel expenses, buying lunch and having reciepts, reciepts for gas to get there...... etc.

It's first one to the plate and those who understand business can squash those who don't. Again it is hard to prove. If you have a really good idea spend a few hundred and get incorporated in Delaware or whatnot. Even if you have no funds yet you may register what it is you want to do. So even if someone had the same idea at the same time....... you will be able to make it a legal issue.

Not if you have appropriate copyright/trademark/patent protection. Also, if you can demonstrate that you pre-existed your competitor and that their business is too close of a copy to be original ideas.
