There is a product called Soilax that is great for removing stains on painted walls.
Some water stains can be hard to remove, and can come right back after repainting. In this case, you would use Kilz or some other sealer, before you repaint.

Bleach won't do a thing for water stains on walls. Use a primer made for water stains and repaint. If you don't use the right type of primer, the stains will bleed through the new paint.

You can't. The best you can do is use a coat of primer, and then paint over it. (If you don't prime the wall, the stain will likely come through the new paint.) But make sure the problem that caused the stain to begin with has been cured so it doesn't happen again.

If it were any other stain... water stains on walls more than likely require a new coat of paint, sorry

Depending how the amount of damage, the drywall/sheetrock may need to be replaced. If it isn't that severe, you could just slap a coat of Killz on it, let it dry, paint to match, and there you have it! :) good luck
