First off, a boat does not receive it's bouyancy from the ocean. It already has buoyancy due to it's construction, materials and shape.
It utilizes that quality to remain above water. It's ability to go in a specific direction comes either from the wind and sails, or from a motor, or from the work of human passengers. The ocean 'gives' it nothing other than a platform on which to utilize it's properties. Thus it 'gives back' nothing other than itself. It gives the ocean value as a medium for travel.

A boat does not recieve bouyancy from the ocean, it is bouyant because of it's construction. A boat does not get it's directional ability from the ocean by itself, unless it is unhelmed. Your question is of a political nature, full of rhetoric and no substance.

The boat gives the ocean movement. It's wake causes ripples in the water that travel for thousands of miles and eventually become waves that ebb and flow with the tides.

It gives back the waste from the bath rooms, kitchen and other waste that is dumped from the boats or ships.
