The best out of the options there is "D". Edgar Allen Poe used those colors in his poetry repeatedly. Though I don't know if in that specific combination.
I think sepia toning works very well in conveying a somber tone or setting. This was used to great effect in HBO's "Band of Brothers" series.
I think it depends to on what medium you're working in -- film, literature, the arts, etc.

Most likely the shades and tints of yellow, but yellow is a warm color, so pastel and light blues generally are the most solemn colors. I would delve even deeper by describing what kind of solemn you're talking about... sad solemn, calm solemn, etc.

red and green makes me think of christmas
red, yellow and blue makes me think of mcDonalds or crayon colors and makes me feel hyper
blue, blueviolet and violet makes me think of being in the dark or feeling blue and the like. More solemn.

blue, blue violet and violet. Simply because blue is considered a solemn color. Black and grey would be much better colors than blue-violet and violet, but these color choices only d. would have to be my answer.
