they say for Thursday a high of -23C, and tonight a low of -28C. What is this high and low crap? Like is it going to be high temp for that day? or low? thanks for helping out.

That means that the temperature will get to the highest of -23C and to the lowest of nothing more then -28C. The actual temperature will be different depending on when you check it. That is just showing you how cold or warm can it get during that particular day.

Well you answered you own question but let me explain it in a better way. They mean that the highest temperature is going to be -23C and the lowest temperature is going to be -28C. Usually it's not true. By "high", they mean like for in the morning and half of the day and by "low", they mean for like the rest of the day. I think.

the high means that is the highest temp. you can expect for that day, and the low stands for the lowest temp. for that day. so the days temperature will range from -28C and -23C.

Basically, that means that the temperature at any given time on that day can range anywhere between those two temperatures.

Typically, the high temp is the warmest it will get during the day, and the low temp is the coldest it will get that night.

The low will be tonight (overnight low of X) and the high will be the predicted high on tomorrow.
