Its part of the aims listed in the preamble i think. according to the constitution "the preamble" and the aims/plans are not justiciable(meaning they cant be fought for in court). They are long term plans of the constitution but are not given rights! Even though it should be a right

I guess that you can look onto this type of constitutional item as the thing that is most desirable. When it comes to finding money for everything that is needed it is difficult to achieve. Find way to keep the pressure on the Indian Government to meet this Constitutional requirement fully as soon as possible. Progress should be seen to be made or they are not doing their job.
