The National Oceanographic Data Center says that the water will be 75 degrees. A little chilly but you will still have a blast.
I go to Sarasota, Florida every year for Spring Break. The Gulf will be a bit chilly but you will definitely be able to spend lots of time on the beach. I always end up having to go in with my children. I simply smile and pretend it is steamy.
Oh.. check out this web-site
http://www.nodc.noaa.gov/dsdt/cwtg/egof.html
The water will be around 68 degrees where I will be.... So enjoy!

It depends where you live, what kind of weather you are used to, how warm you want the water to be, what the temperature wll be, etc. I don't mind it at all, but I don't mind cold water either. A lot of people will be swimming around this time of year, so if you don't mind colder water/weather, you will be fine.

Depending on where you are from - most likely it will be. It is 80 here today in the Phoenix area, people from cooler areas are swimming right now - as they are used to the cooler water, where us locals are not.

I presently have about 11 inches of snow outside my front door - the wind is drifting it and you'd have to cut a hole in the ice on the lake to check the water temperature. I'm seriously jealous.
