he bought a 400,000 acre ranch in paraguay when he leaves this country and goes into hiding in south america (sound familliar?) who will be the ones to protect him ? will it be the CIA or his private army (blackwater ) of mercenaries that he is using in Iraq. 12 billion will get alot of protection....

He isn't moving to Paraguay; and the Secret Service will protect him.

He doesn't need the sinister, clandestine forces you're imagining (and you ARE imagining). Secret Service protection of former presidents has been longstanding public policy.
