They will have to be cleaned twice. Once to get the nicotine off and then to polish up the window. Windex works good.

I use microfiber cloths and plain hot water, if they are really bad try some oxyclean and the microfiber cloth. I've done this and its amazing how much yucky brown stuff comes off the windows!!! you will need to rinse a few times to get it off the cloth. Also this is the method I used to clean my wallpaper (who knew it was white not yellow ;)

Good: Foam glass cleaner and paper towels
Best: 2 parts water mixed w/ 1 part vinegar and newspaper for wiping.

Get glass cleaner from the automotive section. And instead of using paper towels, use coffee filters.

try vinegar with water, and use paper (newspaper) to clean them instead of a cloth
