It depends where the website is located. If it is a registered domain, just stop renewing it. If it is part of another site (www.xyz.com/your_web_site), either empty it out. Or contact XYZ.com and have it deleted.

You can delete the old host (cancel the old account) though some are not always prompt unless you carefully force the issue! At any rate, the registered domain *name* (like www.yourname.com) will generally remain registered for at least the remainder of the year or however long you paid for it and you can't delete it immediately.

If you want a new URL, you will have to register one. If you're retaining your old one but just want to freshen your look, upload your new files and make sure you add in meta data.

Search engines will respond to the new name of your site regardless of the URL.
So, make sure your Title, Meta Description and Meta Keywords are brief and accurate to get the best results.

is it your home page? or do you link to this new page from another? if its a home page (i.e. http://www.yahoo.com/) then you will have to set it at the server level by telling the server, when someone types in www.yahoo.com, go to this new file. you may not have control of this, some services (if its not your server) force you to use "index.html". if its your home page, you will need to tell us the software you are using to serve up your pages (apache?). if you link to this new page, open the file with the link and change the file name.
