You can't give a thumbs-up or a thumbs-down until you are level two. Then, you can only give them to other people and for open questions, resolved or in-voting questions. When you get 250 points, you will move up to level two and you will be able to rate answers this way.
You can vote for best answers, though. You have to go to the questions that are "in voting" (farthest right tab -- "Vote Undecided Questions"), and then click on "Vote for Best Answer" under the answer that you think is best.

Once you reach Level 2, you will see beneath every answer a small 'thumbs up' and 'thumbs down' symbol - just click on the one that represents your rating. There are also numbers beside each so you can see how many others have rated the answer in the same way.
