For any atom it has the same number of electrons as protons because atoms are by definition neutral.
On the other hand, ions have extra or fewer electrons.
ex: oxygen atom has 8 protons and 8 electrons. O2- ion has 10 electrons. The two extra electrons are negative and give a charge of negative 2.
To find the number of protons look at periodic table for atomic number. That will be the whole number. 12, not 12.432

Electrons are on the outside of an atom.
They have a negative charge and it would depend on how many protons are in an atom.
