The goldfish could live in the tank but will probably eat the little neons. Also, the water quality will be bad for the neons since they are more sensitive and the goldfish make a lot of pollution. The neons need warmer water than the goldfish. If it is warm enough for the tropical neons there will be less oxygen which the goldfish will use up.

Not really... a 50L tank is only about 12.5 gallons, and when you factor in gravel, plants, decor, glass thickness etc you have a little more than 10 gallons of what. Even the smaller type of goldfish - fancy goldfish - need at least 15 gallons of what to be healthy, because they produce sooo much ammonia. They are heavy fish, they eat a lot, and they are poop machines.
You could get away with keeping one fancy goldfish in your tank if you are vigilant and do 30% weekly water changes; but you won't have room for the neons. Besides, when the goldfish is big enough, he'll eat the neons.

The books will tell you that gold fish usually only do well in cold water aquariums and neons need tropical conditions.

However....I have a gold fish in with my other tropicals and the water is warm 75F and it is doing fine.
