that i would accept it once i had contract. Now i have the contract do i have to sign it? This is the second time i have been offered job and I am worried what rights the new employer has if i turn it down again? Can that sue me for wasting their time?

You VERBALLY aggreed but only under the conditions of a contract. Without signing the contract, you can do whatever you want. Once you sign the contract, that is a different story.

You don't have to accept it and even if you take the job your contract with almost certainly say that wither party can terminate the employment during the first 28 days without notice. The company won't hold you to it because they will want eager employees

If you have accepted it over email then it makes things more difficult.
If you really dont want to take the job then dont sign the contract, though be prepared for some backlash.
They may be able to sue you for their advertising costs etc to recruit someone else the post.

It would depend on the exact wording. If you said you would accept on provision of a contract, you could conceivably be in a sticky situation. If you said on acceptance of the contract, then you are fine.

If you don't want the job, it would be best for every-one if you made an appointment to talk to the job offerer in person, and explain why you are not taking the job.

Don't burn bridges, you never know when you might want to try again.

It would cost to much to sue for that frivolus of a deal

No. But they can talk sh*t about you for wasting their time. not very professional. but it's also their mistake for hiring you for the second time.
