I won't assume the victim is male or female. If possible, the first thing to do is to call the police. This must be done when the caller is in a safe location like a locked room or when the person is alone, as you can't easily defend yourself with a phone in one hand.
If it is impossible to get yourself alone, set aside clothes when doing laundry. Fill any prescriptions a few days early and build up a supply in case you can't access money when you leave. Do the same with your childrens' clothes when you do laundry, and hoard any of their medications so that you have about a week's supply at least. At the first opportunity, leave. Go directly to the police station, so you can't be accused of kidnapping your own children, and report the abuse. They will help you find a shelter for your gender, and may assist you in other areas.

If you live in the USA, there are domestic abuse hotlines that you can call for help. Also, seek help through law enforcement. No one should have to live in an abusive relationship. Also, there are womens shelters that may be able to help. Get help and get out.

The best you can do is express your concerns and tell the person what you really think. Unfortunately, that person will probably deny that there's a problem and defend his/her abusive partner. I know, because I once had a friend who was in an abusive relationship. Her boyfriend isolated her from her friends and her family, and whenever we expressed our concerns, she defended her boyfriend and denied that he was abusive. And the worst part of it all is the fact that he ended up killing her 3-year-old son from a previous relationship, and she's now serving a prison sentence for letting it happen.

call 911, get away from the person that is doing the abuse, stay away from them, get help, and seek counseling. If possible, try to get the person doing the abuse some help as well.

Get in touch with a womens shelter. Either through the police or from the phone book. The first thing is to leave and stay gone. If he beats you turn him in to the cops and press charges. If you don't press charges the beating will continue until one day he's beaten you so severly or your kids that someone dies. Please get help. I think that it saved my life. Looking back over it all I call myself ten kinds of dumb for putting up with it for even a second.

Call the cops, and get a restraining order. We have the advantage of a social structure that prevents this kind of abuse. Make use of it!

GET OUT! No ifs. ands or buts just get out! When you stay you're reinforcing his delusion that he controls you and he's got some major problems so you don't want to allow anyone to use you as their punching bag for their issues. Just get out!

Press charges (and follow through with court appearances), get out (and don't look back), get counseling.
