Do you mean, which is the lesser of the 2 evils. Since Saddam is dead, Bush has no competition.

Saddam Hussain is dead, so he can't be the best anything......unless it's really morbid, like "best corpse", "best dangler", "longest neck" -- so I guess it would have to be George Bush (best mumbler, best budget buster, best magician (for pulling war bucks out of thin air)
