NOT Edinburgh (they cancel it every year anyway). It's overcrowded and cold with nut cases running about stabbing you (I got jumped and my jaw broken just walking out a pub). I'm an Edinburgh resident and have been all my life and Scottish so don't let anyone tell you otherwise.
I had my best Hogmany in Amsterdam. The Dutch are cool laid back people and have great fireworks. (Although the happily let kids run about the streets chucking lit fireworks about - I had to duck a few times)

Edinburgh Street Party - have been on about 7-8 occassions including on the millennium, fantastic atmosphere, very friendly in 8 occassions I have never witnessed any sort of trouble. Great fireworks display over the castle at the stroke of midnight.
Only downside is it has been cancelled at the last minute twice in the last 4 years due to high winds. Hotels get booked up way in advance with many people booking up for the following year whilst checking out on the 1st Jan.
Entrance to the cordended off area is accessable only if you have a ticket (wrist band) these are free via a ballot or you can buy one from the 1st foot club for £15 ish.

To be honest, from experience, stay at home, buy loads of grub and booze, get in some fireworks and invite all your friends and family round. It is so much better and cheaper. I dont see the point anymore in paying over the top to go somewhere and for the taxis and then having to queue at the bar for 2 hours for a round of drinks. New Years Eve is going to get priced out of the market in my opinion. I dont know anyone who goes out anymore now.
