Bill Forsyth's Local Hero from the early 80s is such a film and was recently voted as the most scenic British movie made. This is completely understandable, and the evocation that hte landscape offers is only strengthened by Mark Knopfler's soundtrack (he of Dire Straits).
If you haven't seen it is has been running recently on Film 4.

It'd have to be Crossroads. Their sets were amazing. So was the cast. And, of course, the costumes (benny's hat) as well the props (wheelchair and flower arrangements).
It makes Gone with the Wind look like mere flatulance.
