do you believe that the human race can ever be able to understand the things that go on in nature, be it diseases, all physical quantities like electricity and magnetism, or just all the weird coincidences out there, and if so can the human race be able to manipulate the laws that they understand so that nature does what they wish?

I don't think we will ever know them completely, but we know more each day. Hopefully our wisdom will grow with our knowledge, and that usually requires learning from some mistakes. Stay tuned for more.

The answer is 42 as in Hitch Hikers Guide to the Galaxy. The more we learn the more we need to answer questions.
My answer is a belief that can be found in a religious way of life. We are getting nearer to the Creator (Nature) and humans will never become like Him (creators). As a Christian I am happy with that. Others of a different faith may have the same answer.

In all honesty, the human race is so involved in itself that it wouldn't recognize a centipede if it saw it on the train. They would probably think that its some craZzyyy alien from MEN IN BLACK. The only way that this can be achieved is if every one reached a spiritual, less technology congested state of mind. If people took out the time to really SEE the world just as it is. Then maybe there would be a chance. But if I were you, I wouldn't hold my breath.

If they did not make the laws of nature then they may never understand, they tried and tried to manipulate and soon or later when it gets out of hand then there will be no other choice but to accept the terrible out come that will take place.

I believe knowing and discerning what naturally happens in our universe is an absolutely achievable goal! :-) Human knowledge and reasoning are exceptionally powerful tools.

However.. I for one hope we never get to the point where we could manipulate nature. I like the earth as she is (even if rainstorms ruin my zoo plans for the weekend). :P

Yes, it is possible...the same way pretty much anything that can be thought of is at least possible. However, it is highly improbable. At present, it looks especially dubious given that there is no certainty that humans will master their technologies sufficiently to keep from extermininating themselves entirely.
