Most of the other answers are correct but if your machine has a floppy drive on it you should have got a red master boot flopy disc when you bought the pc. Don't think you will be able to boot from the cd even if you change the bios settings unless your machine is a later model without a floppy drive. Never tried booting from the cd, only the floppy drive on my packard bell.
If you have the RED floppy drive just put it in and then boot your machine up. It will then ask you for cd1 for the systems restore. I would choose option 1 from the menu list. You get all the rubbish that packard bells come with but you can get rid of that later. Don't install the norton anti virus, get a decent one free like avg or avast. If you decide to buy another pc buy something else. I have had 2 packard bells, the last one was £600 and its rubbish. I just bought a £400 acer laptop and it knocks the socks off the packard bell. If you need a copy of the red floppy I can email you one providing I can get my packard bell running long enough to send an email.

If you just copied data to the CD, it wont boot - it needs to be a bootable CD. Do a search on ISO bootable CD's - this site for instance www.bootdisk.com but there are many others. And as below, once you have a bootable CD, you need to check the boot order...
