There's plenty to do right at Walt Disney World besides the theme parks. I could spend a week or more at Walt Disney World just enjoying the recreation. Downtown Disney is a lot of fun. "A city of choices in a metropolis of fun." There's all sorts of wonderful shops, restaurants, and entertainment options. There's no admission price to enter, and even though it's full of shops and places you'd spend money, you don't have to and can still have a great time. In fact, I hardly ever actually buy anything at Downtown Disney. It sounds crazy, but you really can have fun just looking and not buy something. There's the DisneyQuest Indoor Interactive Theme Park on the West Side of Downtown Disney. It's a lot of fun, especially for kids and anyone into virtual reality games, but it costs $29.00-$35.00
Another inexpensive thing you can do is go miniature golfing (if you're into that). Walt Disney World is home to two very imaginative miniature golf courses - Fantasia Gardens in the EPCOT Resort Area and Winter Summerland outside of Blizzard Beach water park. The price for that shouldn't be more than $11.00 for an adult.
Now, I'm not sure if you're staying at one of the Resorts on property or not, but if you are you also have access to any recreation at the Resorts. You can rent a personal watercraft, go out on a guided fishing excursion, go horseback riding and pony rides, etc.

My first question is, are you staying on the grounds? The answer is, hopefully, yes. Whenever you go to WDW, staying on the grounds is the only way to go. Price wise they are competitive (the value resorts are pretty inexpensive and they are designed for families.) The perks you get from staying at a WDW resort and the service is second to none. For example, if on any given day a park is closed due to the crowd, resort guests are still permitted to enter. I actually had this happen once, and the people being turned away were pretty upset. Plus you are able to take advantage of extra magic hours. Every day one of the parks is open early or late for resort guests only.
My second question is, did you get the park hopper option with your tickets? If you didn't, I would suggest that for sure for next time. The park hopper option gives you so much flexibility. You don't get stuck at one park on any given day, and you can come and go as you please. If the Magic Kingdom is particularly crowded on one day, you can shift gears and go to MGM or Animal Kingdom. All of the parks have lots of attractions for kids in the age range of yours. I have taken my kids a couple of times, ranging in age from 1 yr old to 9. This year we are going in April for 9 days, and they are 11 and 6.
Having said all of that and not really answering your question, I would go to Downtown disney. There are a ton of cool shops, Leggoland, and other attractions. There is also Disneyquest, which your 6 and 7yr old will love. Otherwise, I would just hang out at the resort and swim, or drive to one of the beaches as one of the others has suggested.

There is a ton to do in the area. Downtown Disney is really cute. I'm not sure if you have boys or girls. But they offer a lot of shopping, dining, etc. Disney Quest is also there, it is a lot of fun, but your kids are younger so they may not enjoy it quite as much. It is an indoor, virtual reality park. If you have girls they have Bibbiddi Bobbiddi Boutique, really cute and really enjoyable for little girls.
The World of Disney Store and Once Upon a Toy Store is in Downtown Disney, they are a huge hit for kids because of their size.
You also have minuature golf, it is pretty fun as well. Winter Summerland is a really cute course, Fantasia Gardens may be a little difficult for them, but it is still fun.
Disney also has really great kids programs/babysitting programs. The only problem is they don't allow infants. Your older children would have a blast and it would give you the opportunity to relax.
I'm not sure if you are wanting to go offsite, but this is most of the stuff onsite that your kids would enjoy. The Boardwalk is also nice, but is mostly shopping and dining as well, Downtown Disney has a lot more for kids. If you want, there is also a lot of water activities, but since the temperature is a little cool there right now, I'm not sure if you want to swim.

It might be a little too cold to spend a day at the beach. I typically recommend that, but not this time of year. Downtown Disney is an excellent choice, offered by Tech Fanatic. Your kids will love playing at the Lego store. Or have a fun meal at the Rainforest Cafe! You can also see a movie at the theatre (Central Florida's 1st all-digital theater!) and browse through the Virgin Record Megastore. Be sure to check out the discounted Disney store, located right next to Rainforest Cafe. Everything there is $10 and under!
Or take the kids on an airboat ride! Boggy Creek Airboats are a great company. You get to see gators and other wildlife in their natural habitat! They are located in Poincicana, just outside Kissimmee. Cost for adults is $21 for a half hour ride.
