I can ping the server that provides the service, see other computers on the network, my internet explorer can not open any browsing web page. It is also reading at a very slow pace, for both sent and receive. I do not know if it is my explorer or my network card, but my network card is reading fine. please help me

It sounds like it could be a DNS issue. Open a command prompt and type:
nslookup www.yahoo.com

...or any other website

If nslookup does not return an IP address, then your DNS server is not resolving host names to IP addresses. Verify that you have the proper DNS server set, if so then check other computers on the network to see if they are able to use DNS.

there is no problem with your network card if it could connect to the other computers.

do you have a proxy server in your network? if so, you have to change the connection settings of your browser

if none, then
1. the page you are accessing may be down (try to search for other websites)
2. your ISP may be down (try opening your modems settings and check the status for WA N connectivity)
3. the DNS given to you might not be working properly (ping the DNS and if it has intermittent connection, call your ISP)

Sounds like your browser settings are not configured or you may have a firewall blocking the port. Turn off the firewall, and in Internet Explorer, go to Tools ---> Internet Options ---> Connections. Click on LAN, and make sure "automatically detect my settings" is checked.

reset router
or
contact your ISP(they'll tell you to do one of the above two first though)
