None of these answers help. Turning on the firewall prevents access to other network resources, and is easily turned off. Banning sites is too time consuming. Policy documents are in place. This is a reception computer and should not be used for Bebo and the like, it is not a personal work station. Hope this all helps.

My former employer was able to cut down most of the time wasters by blocking access to AOL, Yahoo, MSN & Ebay.

Why not consider putting in a proxy server that requires authentication? This would allow access to local resources without giving everyone access outside your network. Now that said, you will probably get a lot of backlash from the employees if you completely cut them off. I realize that they are there to work but treating them like children will generally not go over well. Consider creating policy documents on usage of company resources (which includes things like computers, printers, copiers, Internet connectivity, etc...). Put in place tools (a proxy server without authentication will allow you to track Internet usage still) to monitor usage (start with blocking objectionable sites, audio/video streams to control bandwidth, blogs, etc...). Maybe add a banner statement to the login process that informs employees that the computer is a company resource and that usage may be monitored for prohibited and illegal activities.

Download a firewall to block their access.

Why do you want to prevent them from using the Internet?

You can put blocks on anything you don't want them to access from your network; I don't know how it's done, but I've worked on computers that had such blocks.
