Well, for the most part, to some extent, yes.
But then again, the physicists say that time travel is technically possible, but all the energy it would require to set the heavens and earth back just one fraction of a second is too much too summon and would not be worth the effort.
So, let's just say that there is help, there is hope,
but there is very seldom a complete resolution.
You learn to live with and through and utterly around certain things.
And you thank the heavens you do.
Because there really is no going back, only forward!

No. Sometimes, problems cannot be solved. When this happens, the best thing to do would be to make the best of the situation. If you have lost your job, for example, search for jobs that may be "lower" but would give you pleasure. If you are sick, take the time to write letters of thanks to y our loved ones. If you are failing out of school, maybe you could join the Peace Corps. Even though things can be tough in life, it is your perception that dictates how you feel.

If you're answering that in general - no. If a person has a fatal disease - they may not be able to do anything about that.
If you're asking that about personal type problems dealing with people socially - then I would say yes. Any type of problem can be solved in one way or another.

We like to think there is a solution to everything, awful job/coworkers, a cheating spouse, an abusive parent, pollution, overpopulation, the sun going nova. You get the idea.
I think the best idea in life is to help when you can, fix when you can, and accept when you CANNOT and move on.

No. Say death for example. You have AIDs, so you have one year to live or whatever. That can't be solved, at least not in this century.

No, but many people who want to get better, can do so, with treatment from those qualified to provide it.
