A 600cc-1100cc Japanese (or European, if you want something different) engined chop or low-rider shouldn't be too hard to find around the 2k mark.
It won't be a show winner, it might even need a bit of minor work, but you should be able to find something fairly decent, perhaps with T&T, at that price. Check out eBay, Back Street Heroes, 100% Biker, Bike Trader, etc for some ideas.
As for looking half decent? That is entirely down to your personal taste! That's what custom bikes are all about. It's what YOU want that matters...

Easy try looking in Back Street Heroes or similar magazines. Been away for a while so don't know exactly but for 2 grand should be no drama. All depends what looks good to you.

Twisted A seems to have covered the main places, but as with any bike and especially with some thing that is possibly home engineered, check carefully that its been engineered to a good standard and bearing mind that as lot of it will be non standard that you can cope with what that entails.

two thousand pounds will buy you a lot of bike, my friend.
It's going to be second hand at that price, and Japanese. I'm thinking Yamaha here, they do some nice ones.
Presumably you wouldn't want a bling-encrusted Harley Davidson in any case- unless you're gay of course.
