I believe that it is in the fear of the other person not feeling the same. The fear of going to the next step of the relationship. I know that was my fear with my boyfriend. Now we have been together a year. I lucked up and waited a couple of days and he said it first. And I could tell he was scared to death until I returned the " I LOVE YOU ". He may feel the same way and also afraid. GOOD LUCK !!!

I think it's our fear of being hurt by someone else...Most people have the mentality that of: if he doesn't say I'm not gonna say it. Love shouldn't be that way but it is. If you really feel like your in love with someone you'll know the feeling and you shouldn't be afraid to express yourself.

Because it makes us more open to pain or rejection, nothing anyone wants, but some one has to be first to say it and another thing to remember: It is always better to have loved than NOT.
Dont be afraid to reach out, we all should be more willing to do so.

This is scary because you are putting your heart on the line. You are totally exposing your feelings, and vulnerability. No one wants to be hurt and the fear of the other person not returning the same, is terrifying. Its easier for me to say this than to do it! lol! Just put it out there, you may be surprised and if he doesn't seem to be comfortable saying it, then decide where this relationship is and where its going....

Because we all hate rejection and we feel that if we say I love you first and they don't feel the same way your going to feel awful so you wait to hear it from them first. That's the way its always been for both men and women..
