leggings don't have feet and age thicker
- you bon't need a skirt

tights have feet (though you can get footless) and are thiner
- and need to be worn with at leased a mini-skirt (though girls look sexier in just tights!)

Leggings are usually footless, tights mostly with feet. Also leggings are thick enough to wear without covering your butt, though its adviseable to do so...not a pretty look for most women! But tights are designed to go under skirts/dresses etc.
