Martial law is an emergency measure that is declared when local government is incapable of controlling a situation.

One example of when martial law _should_ have been declared was New Orleans after hurricane Katrina. The local government was completely ineffective in managing the response and had _one_ person been given both the responsibility and the necessary authority to control the response things would have happened faster and more efficiently.
