Vaseline or olive oil.
I use vaseline when we are going out in the wind, and olive oil as a moisturizer as it absorbs better. These are both safe and free of perfumes and dyes.

My son has been through two winters and also has "chapped face syndrom" =(
In the baby isle, Johnson and Johnson makes a stick (like a wide chapstick) just for this reason. Because it's a stick, it's hard to rub off and easy to apply. Very soothing. We use it every night before bed and before going out in the cold and it really, really works. In a day or two you should notice the chapping to be gone.
From my experience, creams aren't ideal because a baby will lick his face and you want a product appropriate for a baby to have on their mouth and cheek, and creams absorb right away instead of the chap stick kinda creates a barrier for the wetness. Good luck!

petroleum jelly (vaseline) works wonders for chapping! Put it on before bedtime and in the morning, and before going out in the cold. You can apply a thin layer, it doesn't have to be shiney and goopy to be effective.
Beware of lotions, many contain alcohol, and they list it under a chemical name not alcohol. Alcohol has the exact opposite effect of what you're trying to do.
Eucerin cream does not contain alcohol and is actually what the doctors I work with recommend for adults frequently, who have very dry skin. However, I am not sure if they make a version for babies or children.
Typically though, petroleum jelly at night will make a world of difference by morning. OH yeah, it's also ALOT cheaper than those fancy creams and gels that they market to parents as specialty baby products and I have found it works better.

Use petroleum jelly or Aquafor...very effective for chapping. The ointment not only moisturizes, it also protects the skin from the elements. My child has eczema (extremely dry skin) and I find these work best. BEWARE of using cortisone creams. Cortisone is a steroid that should only be used if recommended by your doctor. My child has several prescribed steroids for the skin, but I only use them when absolutely necessary.

There is a great product that I use on my 9-month old baby girl. It's called "Cheeky Baby Butter". It's 99% organic and 100% natural. It's amazing. The lady who owns the company invented it to clear up her baby's eczema and it worked. Because it's organic, you don't have to worry about putting chemicals on your baby's skin (parabens, etc.). You can get it in a few stores but also online at babybearshop.com.

I have a tube thats kind of like Chapstick it's called Teeny Faces, Gerber makes it. I bought it at Walmart for like $8 and it's awesome, my son is 8 months and he has really dry skin on his cheeks and sometimes his forehead so I rub some of this on and it usually helps within one day. Good luck!

I believe pampers makes a tube of face chap-stick stuff, it worked WONDERS for my baby! It looks almost like a glue stick, you just rub a dab on their cheeck and it locks in moisture and keep their cheecks from burning from teh cold. Good luck!

I put Eucurin on my 16 month olds face last night and it took the redness away when she woke up this morning. You have to ask for it from the pharmacist...not prescription though.
