1) TV can teach children how to communicate. Hearing children of death parents have learned to speak through television.
2) TV can show and explain something at the same time. For instance, children can see dangerous wild animals and hear expert commentary on what the animals are doing.
3) TV can take children where they couldn't go in real life, and see things they could otherwise only imagine. Beyond just a still picture and story, children can experience what life is like in another era or on another side of the world.
4) TV can show bad examples and teach good values. Slapstick like Laurel and Hardy is a good tool for teaching children not to fight. Other comedy like Mr Bean helps children to laugh at themselves.

There are still programs on TV that can be helpful to children, such as Sesame Street and other shows that entertain as well as educate. Most of us grew up sitting in front of a TV and most of us turned out fairly well adjusted, but that was before all the raunch and explicit violence started showing up as standard fair. I really fear what it is doing to the this current generation. I think any right minded parent raising children these days should really limit the kind of shows their child watches and use any and all technology available (v-chip, lockouts, etc).You ask how TV is useful to children, well, overall, I think it's more harmful than useful. However, I think it IS useful to parents, as it has become the main babysitter in the house. I can tell you this. If I still had any children living at home, that TV probably would have been thrown through the window a long time ago.

Of course, it depends on what they are watching. However, if children are sitting with a sensible and educated parent, they can watch TV. Parents can clarify and provide insight based on what the child is watching.
One of my favorite reasons for watching TV are sitcoms. Although some of them are "cheesy" and inappropriate, the good ones teach constructive problem solving. Admittedly, many of the problems only relate to a particular demographic, but the essential theme can still be understood. The biggest lessons about consequences resulting from choices can be understood by watching healthy sitcoms, ie: Different Stokes, Cosby show, Brady Brunch, (and that show with the boarding school for girls. etc.

TV is useful to children only if its educational. Other than that, its not worth anything at all. My kids really enjoy the channel Treehouse TV and its practically the only one I let them watch since all the programs on it are educational and have a lesson to be learned.
