What does it mean when someone has a checkered past?

I heard someone describing a person by stating, he is a smart guy, but he has a checkered past.

A checkered past in my mind would be someone with a police or criminal record who may have committed a misdemeanor or felony in the past.

Meaning that person's past had questionable episodes. For example, problems with the law.

Problems in his past, be it with the law, or just being wild, doing stupid things, maybe reckless.
