To talk in circles means to discuss aspects of a subject repeatedly and without ever coming to a conclusion but rather finding that the discussion has reverted back to its start point

My boyfriend does this and about twice around the circle is all I can take. He just talks about a subject, thinks about every possible angle and answer then starts over again. It's annoying.

babble on incessantly with inance nonsense in order to avoid a more serious subject about which the babbler has absolutely no knowledge but wants to appear knowledgeable.
I work with a woman that does this all the time. She spouts time worn phraseology that bears no resemblance at all to the subject that is being discussed by intelligent people, in order to make herself appear intelligent. She only manages to show us exactly how ignorant she truly is.

It's all about a string of questions and answers or statements which never truly resolve, but refer ultimately back to the question being asked or the original statement which was made!
It is the equivalent of verbal diarrhoeah!

To talk in circles means that one will ramble/argue over and over about the same objection or objective with no point of clarity/ reasoning.

It means you'll talk about anything and specifically answer any question honestly posed to you. It means you have nothing to hide.

It means "to go on forever and make no sense and not giving specific info asked for". If asked a question, for example, you give all info except the answer either because you don't know or you are lying.
