Migration Expert based in Australia is charging $309 USD from applicants looking for jobs either in Canada or Australia as service charge. Per their letter, this cash advance is needed to process the VISA of the applicant...Is this real or a scam?

Migration Expert have consultants that are registered with the Migration Agents Registration Authority in Australia - you can check there status at http://www.themara.com.au.

It is not unusual for migration agents to charge fees up front, however this should be held in trust until such time as work has been completed.

There is a lot of variation depending on the work you want to do. You don't need a migration agent to get a visa, you can do it all yourself online. It is too complicated to go through here but if you go to the Australian Department of Immigration website here:
http://www.immi.gov.au/immigration.htm
you will be able to check the type of visa you need and the cost of it. You can even apply for it. At least you will know whether or not the agency is ripping you off.
