I don't think it is for attention. It can be either people who are generally depressed and disappointed in life. It feels it represents them. Or people who are going through a "sad" phase like losing a job or break up with a boyfriend etc. You see them on the streets, too. You meet them in real life. They are just more rare. Most people put on a happy face in public and don't wish to share their personal problems.
The people with crying avatars are just trying to express themselves. Maybe to show people they are sad and ask for protection.

Sometimes I would see it as a hiding mask. I remember a long time back when I would be instant messaging. If I felt I didn't have anything interesting to say I would just put a sad face so the people I talk to think that I am not as boring all the time as I am now. I thought they would just think I am temporarily sad and that's why I am boring right now. I think it has to do with self esteem and people trying to use excuses as to their replies.
(If you don't think you are interesting enough, you just say "I am sad". So people who you talk to would think "Oh, yeah, this person is more interesting. They are just sad right now.")
Of course this is all wrong, but I would see it rather common in teenage psychology.

I personally don't have one, but I assume those who do are trying to convey that they are broken or hurting.
