If you have a small budget, flowers can burn that up pretty quickly....unless you get a single rosebud or something like that.
I would suggest the jewelry counter at JC Penneys or Targets or even Walmart. (Not the stuff behind glass, but the inexpensive jewelry that hangs where everyone can get it.) They have beautiful things, and something like a pretty necklace or locket will last alot longer than flowers or chocolates.
(By the way, I still have the inexpensive necklace my husband gave me when he was 13 years old.) I wore that proudly every day for several years. Even after we broke up for awhile, I still wore it because of the happy memories of our relationship. Eventually we got back together and married...that was nearly 17 years ago. I still keep that necklace with all his love letters in a special box today.....you would be surprised how much something like that can mean.
If you still have any money left, maybe you could take her for pizza or ice cream or to a GOOD movie (if there are any to be found) and give her the necklace and chocolates there.
Whatever you give or don't give, the most important thing to a girl is having the memory of time spent together......and good memories can be made without spending a dime! The ones that mean the most are those that show you put alot of thought into HER - what SHE enjoys, likes, what makes her smile (etc).

I'm not sure of what your girlfriend likes, or around what city you live, but there are lots of "cheap-er" things you can do that will still "wow" her.
You could choose a simple dinner (appetizer, main course, dessert) and make it together and then, obviously, enjoy the meal together. This could be like a small gift b/c you're helping cook and if a guy offers to make a meal, trust me, a girl is usually smitten..lol
Ok, but as for gift ideas...I'm not sure what she is into or if you're artistic, but you could possibly write her a song or poem and then perform/read it to her. That is an extremely meaningful gift that doesn't cost anything. :)
Practically every girl loves Target, but a gift card is a bit too impersonal. You could possibly go to a store together and let her pick something out? Chances are, at 14, she knows that you don't have an insanely large budget and won't pick out something expensive but will still choose something she wants. So, you'll both be happy!
Another cute and inexpensive thing to do is to "steal" her ipod and download your song and songs that remind her of you onto it. Then when you give it back to her on Vday, encourage her to look through it. Hopefully, she'll appreciate such a cute gesture. :)

most jewelery stores have small hoops for like 20-24 bucks. OR
you can go to Buid-a-Bear and make her a bear that looks like you,
OR the Sad Sam (doggy) teddy bears are nice
But flowers are great too! Good Luck!
