The International Conference on Harmonization is a consortium of US, EU and Japanese regulatory groups responsible for the oversight of pharmaceutical production and testing. It is not a governing body per se, in that they have no enforcement powers, but instead have established a series of guidelines acceptable to multiple countries for the drug approval process.
These guidelines are the "industry standards" for phama development.

Your question is not clear..... International conference on harmonization (ICH) covers a very board array of topics and techincal concerns related to pharmaceutical testing procedures. In term of humidity, the topic is related to the relative humidity that drug are tested under to determine shelf life stability. Their are guidelines for testing at 25C/ 60 % RH (relative humidity), 30 C/ 65 % RH etc.
