I assume this is an automatic because you mention the torque converter...the torque converter is what shifts your transmission into the higher or lower range...tit is filled with transmission fluid and the centrifugal force of the converter spinning is what shifts the gears...if you are not going the speed you should be and your engine is racing the problem is most likely the transmission bans slipping.

An engine can over rev on initial acceleration (and some Ford's will do this) if the transmission oil filter becomes disconnected from the transmission. If this is the problem then you should also experience a strange jerking from the transmission when you brake for a stop.
